Investing in better health outcomes for our communities

At Western NSW Primary Health Network (WNSW PHN), we use a commissioning approach to plan, fund, and evaluate health services that meet the real needs of people across our region. This means working in partnership with communities, general practices and service providers to improve health outcomes and ensure services are accessible, culturally safe and person-centred.
Commissioning is more than purchasing – it’s about co-designing, co-delivering, and continually improving services. Our aim is to use available resources in the most effective ways based on local evidence and ongoing collaboration.

What is commissioning?

Commissioning is a strategic, evidence-informed process to meet the health needs of a population. It involves planning, funding and managing services that are effective, culturally appropriate and sustainable.
At WNSW PHN, our approach is informed by our commissioning framework to support outcome-based commissioning across our region – so resources are allocated to best address the needs of our communities.

How we commission health services

WNSW PHN’s approach is a continuous process of planning, delivering, monitoring and reviewing health services with a focus on person-centred outcomes.
Our commissioning cycle involves:
- Identifying and understanding health needs
- Consulting with communities and providers to identify how those needs can be met
- Exploring the best service models to meet local needs
- Building capacity in existing and potential providers
- Encouraging new services or providers where necessary
- Negotiating, agreeing upon and managing contracts
- Monitoring outcomes and performance
- Applying what we learn to future commissioning activities
- Sharing insights with the sector to build long-term capability
We’re committed to transparency, accountability, and continuous improvement through our Commissioning Framework, which provides guidance on planning and implementing health commissioning responsibilities under the funding agreement with the Commonwealth.
We will continue to grow this process as we evolve.

We fund services that respond to the diverse needs of our region, including those that address our key priority areas:
- Aboriginal health
- Mental health and suicide prevention
- Chronic conditions
- Palliative and end-of-life care
- Alcohol and other drug support
