Psychological Therapies for Underserviced Populations – Request for Proposal (Lot 1, Lot 2, Lot 3 and Lot 4)
Western NSW PHN is seeking to commission a psychological therapies service for adults living in Western NSW who experience barriers to accessing evidence-based mental health care and who are not adequately supported through standard Medicare-funded pathways.
The service will deliver evidence-based psychological interventions for people with moderate to severe mental health needs, including those within the “missing middle” who require more than low-intensity care but do not consistently engage with or meet thresholds for specialist services. The model is to operate in line with the PHN psychological therapies guidance for underserviced populations and within a stepped-care framework.
In Western NSW, access to mental health services is impacted by rural and remote geography, workforce shortages, fragmented referral pathways, and social determinants such as transport barriers, digital exclusion, housing instability, and co-occurring challenges including alcohol and other drug use and justice involvement.
People in the region often experience difficulty navigating services, repeated assessments, limited continuity of care, and gaps between clinical and community-based support. These challenges are further amplified for Aboriginal people and communities, highlighting the need for culturally safe, locally responsive and integrated service delivery.
Accordingly, Western NSW PHN is seeking a regionally responsive service model that places psychological intervention at its core, supported by additional functions to ensure practical access and system integration. In addition to delivering psychological therapies, the model includes:
- a Front Door and navigation function to support no-wrong-door access, intake, triage, active navigation and continuity of care
- a flexible multidisciplinary team (MDT) to provide coordinated, complexity-capable responses aligned to local workforce realities
- an integration and service mapping function to strengthen referral pathways, improve visibility of services, and support system connectivity across primary care, Local Health Districts and community services
- a transition and coordination function to support step-up, step-down, and continuity across care settings

Western NSW PHN is seeking to commission a Commonwealth Psychosocial Support (CPS) service for people aged 16 years and over living with severe, often episodic mental health challenges and associated functional impairment across Western NSW. The service is to be delivered in line with the Commonwealth Psychosocial Support Program Guidance (June 2025)
In New South Wales, an estimated 205,830 people aged 12–64 required psychosocial support in 2022–23, with 166,040 not receiving psychosocial support through the NDIS or other government-funded programs.
In Western NSW, people who need psychosocial support often face fragmented pathways, difficulty navigating services, and inconsistent coordination between clinical and non-clinical support. Many also experience barriers linked to transport, digital access, housing, and other social determinants, as well as added complexity at the interface with AOD, justice, and the NDIS. These challenges are often greater in rural and remote communities and for Aboriginal people, making culturally safe, community-connected support essential.
Accordingly, Western NSW PHN is seeking a guideline-aligned CPS service with additional funded components to strengthen safe delivery and improve system coordination across the region. In addition to the core CPS requirements, the model includes:
- a service mapping and directory maintenance function to support no-wrong-door access, navigation, and ongoing commissioning intelligence.
- a clinical advice and support function to provide secondary consultation, escalation advice, case review, and workforce support for psychosocial staff.
- an integration function to build and maintain referral pathways and local service relationships.

WNSW PHN undertakes procurement in a range of different ways, from the simple procurement of goods and services that meets WNSW PHN essential business requirements through to the complex procurement of goods, services and supplies, particularly in relation to the commissioning of services.
We aim to ensure procurement is undertaken in accordance with best practice and quality principles, ensuring we comply with financial delegations, meet all contractual, legislative and regulatory requirements and maximise value for money.
WNSW PHN procurement abides by the following principles:
- Open and effective competition: actively encouraging competition in an endeavour to achieve the best outcome/value per dollar spent. This gives fair and reasonable opportunity and consideration to all prospective suppliers, including those operating in the WNSW PHN region, wishing to engage in business with WNSW PHN.
- Value for money: using public funds to ensure the best performance and return is achieved by using prudent evaluation methods, due consideration to the whole of life costings and selection criteria.
- Ethical behaviour and fair dealings: through impartiality, advancing the interests of WNSW PHN, ensuring all potential suppliers are treated fairly and consistently, by maintaining a high level of professionalism, confidentiality and objectivity to ensure there is no conflict of interest.
- Accountability and transparency: with careful record-keeping, maintained at all stages of projects, particularly when important decisions are made.
- Sustainable services: resourced with appropriately qualified clinicians, provided to the target communities regularly, effectively, and at a cost that is affordable, funded, and provides maximum value for money.
- Evidence-based decisions: procurement of goods and services based on validated and reliable population health data and in accordance with identified needs.
