Growing Together – Enhancing Early Childhood Development Through Speech Therapy Services Subregions 1,2,3,4,5&6

WNSW PHN is seeking to commission speech therapy services for preschool-aged children under six at risk of mild to moderate language delays in these areas, prioritising lower Socio-Economic Indexes for Areas (SEIFA) areas and First Nations children.

According to a recent submission to Parliament (2023) regarding early intervention and impact on a child’s trajectory, the Speech Pathology Association confirmed that early years of a child’s life (from birth to five years of age) are a critical time for the development of language and foundational literacy skills. These skills develop best in language rich environments, with quality interactions and exposure to the speech and language of others. They are a predictor of later educational outcomes, particularly later literacy skills and are at the heart of successful participation in education. Language and literacy skills therefore form the core building blocks of education, employment, social relationships and participation in our society.

It has also been demonstrated that early intervention has significant impact on economic and health outcomes for the broader population, including chronic disease prevalence later in life. Wellbeing Guide Program Lot1, 2 and 3

WNSW PHN is seeking proposals for the delivery of a Wellbeing Guide service designed to improve access to non-clinical supports and community-based activities for older people who are at risk of or experiencing social isolation, and who face additional barriers related to geography, service navigation, inequity and limited local capacity.

This Request for Proposal seeks a service model that keeps social prescribing as the core function, while also incorporating the enabling activities required for that model to operate effectively in Western NSW. These activities include proactive engagement following referral, personalised goal setting, supported ‘warm handovers’ into community activities, follow-up to sustain participation, and active coordination with general practice, allied health providers, and community organisations. The service will also be required to contribute to service mapping and strengthen integration across local service systems.

The PHN expects tenderers to propose a model that is evidence-informed, operationally realistic and responsive to the diverse needs of rural and remote communities. Particular emphasis will be placed on demonstrated local presence, strong community connections, and the ability to deliver culturally safe services, including meaningful engagement with Aboriginal communities. Innovation is encouraged, provided it is clearly aligned with consumer need, rural delivery realities, and the objective of improving social connection, wellbeing, and continuity of care for older people.
